Apertus: Democratizing Open and Compliant LLMs for Global Language Environments

Paper · 2026 · Alejandro Hernández-Cano, Alexander Hägele, Allen Hao Huang et al.

Summary

Most "open" LLMs release only their weights. Their training data stays undisclosed, may ignore content owners' rights, and is heavily skewed toward English and a few high-resource languages. Apertus responds with a fully open suite of 8B and 70B models, both base and Instruct. Pretraining used 15T tokens drawn only from openly available data. Opt-outs that site owners set in robots.txt as of January 2025 were applied retroactively to older crawls. The data was also scrubbed of personal identifiers, the most toxic content, and non-permissively licensed material. To limit verbatim recall, training used a variant of the Goldfish objective. Multilinguality was a central design goal: the pretraining data spans 1811 languages, with about 40% non-English, and post-training covers 149 languages. Training stability at 70B relied on xIELU, AdEMAMix and QRPO. The authors report that Apertus leads fully open models on multilingual benchmarks and sometimes beats open-weight ones. Memorization tests show no measurable verbatim regurgitation. The release of code, data scripts, checkpoints and evaluations makes Apertus a reproducible and legally cautious base for under-served languages.

Key points

  • Scale: 15T pretraining tokens from 1811 languages, taken from the FineWeb-2 crawl, with about 40% non-English. Post-training data covers 149 languages, evaluations span 94 languages, and pretraining ran on up to 4096 GPUs.
  • Retroactive robots.txt filtering: January 2025 AI-crawler rules for the top 1M English and top 1M non-English domains were applied to the whole 2013–2024 data range. This removed about 8% of English and 4% of multilingual tokens.
  • Further data cleaning:
    • Emails, IP addresses and IBANs were replaced with placeholder tags.
    • Toxicity classifiers for nine languages removed the top 5% most toxic documents per language.
    • Post-training sets were restricted to permissive licenses such as CC-BY and Apache 2.0.
  • Cost of compliance: In an ablation on Apertus-8B, license filtering of the Tulu3 mixture lowered the multilingual average from 0.476 to 0.456.
  • Memorization tests: Gutenberg passages were injected into pretraining up to 128 times and then prompted with prefixes of 50–5000 tokens. Rouge-L stayed near the unrelated-text baseline of about 0.18 for both Apertus-8B-64k and Apertus-70B-64k.
