OS Agents: A Survey on MLLM-based Agents for Computer, Phone and Browser Use

Paper · 2025 · Xueyu Hu, Tao Xiong, Biao Yi et al.

Summary

This survey maps the fast-growing field of agents built on (multimodal) large language models that operate computers, smartphones and web browsers through the interfaces an operating system exposes, such as GUI and CLI. The authors call these systems OS Agents. Earlier assistants like Siri and Alexa were held back by weak contextual understanding, and the authors argue that (M)LLMs have changed this. The paper sets up a shared vocabulary:

  • Components: environment, observation space and action space.
  • Capabilities: understanding, planning and grounding.

It then reviews how OS Agents are built. One route is domain-specific foundation models, covering their architecture choices, pre-training, supervised fine-tuning and reinforcement learning. The other is agent frameworks wrapped around those models. The survey also covers evaluation metrics and benchmarks, commercial products, and open problems, mainly safety, privacy and personalization. It contributes no new model or data. Its value is a structured, up-to-date reference point, backed by a maintained online repository, for anyone designing or evaluating GUI-operating agents.

Key points

  • Four architecture families: the survey sorts foundation models into plain LLMs reading HTML, off-the-shelf MLLMs, concatenated MLLMs (a chosen LLM plus vision encoder) and modified MLLMs. Its example of a modified MLLM is CogAgent, which adds an EVA-CLIP-L encoder for 1120 × 1120 screenshots, far above the typical 224 × 224 input.
  • Model overview: a summary table in the appendix lists architectures and training strategies of recent OS-Agent foundation models, current to January 2025.
  • Commercial products: highlighted examples are OpenAI's Operator, Anthropic's Computer Use, Apple Intelligence and Google DeepMind's Project Mariner.
  • Security: threats discussed include Web Indirect Prompt Injection (WIPI), adversarial images, environmental injection, backdoors and pop-ups. Robustness benchmarks cited are ST-WebAgentBench, MobileSafetyBench, AgentDojo and AgentHarm.
  • Limitations and resources: the authors acknowledge two gaps, on-device deployment of efficient models and multi-agent setups. The resource hub is os-agent-survey.github.io.
