A Survey on Evaluation of LLM-based Agents
Paper · 2026 · Asaf Yehudai, Lilach Eden, Alan Li et al.
Summary
LLM-based agents pair a backbone model with a harness that adds tools, memory and multi-step control. Because of this, scoring only their text output no longer captures what they can do. The authors present what they call the first comprehensive survey of how such agents are evaluated. They organize the field from five angles:
- foundational abilities (planning, function calling, self-reflection, memory);
- application areas (web, software engineering, scientific and conversational agents);
- generalist agents;
- the core dimensions along which benchmarks differ;
- frameworks that let developers test agents throughout development.
Two trends stand out. Evaluation is moving from simplified, static setups to realistic, demanding tasks, and benchmarks are increasingly maintained as "live" resources with new versions. The survey also lists open problems:
- end-to-end success rates hide where agents actually fail;
- cost and efficiency are seldom reported;
- human-annotated test data scales poorly;
- safety and policy compliance get too little attention;
- LLM and harness contributions are rarely separated.
The paper works as a map of resources and a research agenda, and an appendix gives practical benchmark recommendations.
Key points
- Capability benchmarks.
- Planning: PlanBench, FlowBench, Natural Plan.
- Tool use: progresses from ToolAlpaca, ToolBench and BFCL v1 to multi-turn BFCL v2/v3, NESTFUL and ComplexFuncBench, then to MCP-based MCP Atlas and Tool-Decathlon.
- Memory: StreamBench, MemBench, MemoryAgentBench.
- Self-reflection still has no standard benchmark.
- Web agents. Mind2Web (offline) and WebArena (sandboxed online) form the main basis. WebVoyager is reported to overestimate performance, and Online-Mind2Web is proposed as a stricter alternative. ST-WebAgentBench targets safety and policy compliance.
- Software engineering. SWE-bench, built on real GitHub issues, has led to refined variants such as Verified and Pro, plus SWELancer.
- Other application areas.
- Science: ScienceAgentBench, CORE-Bench, PaperBench, SciCode.
- Conversational: τ-Bench, τ²-Bench, IntellAgent, ALMITA.
- Generalist agents and developer tools.
- Generalist benchmarks: Gaia2, OSWorld, AppWorld, TheAgentCompany, AgentBench, HAL.
- Developer platforms: LangSmith, Langfuse, Galileo, Vertex AI.
- Gym-style environments: MLGym, BrowserGym, SWE-Gym.
- Harbor and Exgentic are cited as first steps toward evaluating the LLM and the harness separately.
