FollowIR: Evaluating and Teaching Information Retrieval Models to Follow Instructions
Paper · 2025 · Orion Weller, Benjamin Chang, Sean MacAvaney et al.
Summary
Neural retrievers are built on language models that can obey elaborate prompts, yet almost no retrieval system lets users attach detailed instructions to a query. No benchmark has directly tested whether retrievers respect such instructions. FollowIR addresses this gap. The authors take the narratives that TREC organizers write for professional relevance assessors, drawing them from three deeply judged collections. They slightly modify each narrative and re-judge the affected documents by hand. They then check whether a model's ranking shifts correctly when the instruction changes, scoring this with a new pairwise metric, p-MRR. Most existing retrievers ignore or misuse instructions. They treat the instructions as sources of keywords and handle long text poorly. Only models above roughly 3B parameters, or general instruction-tuned LMs not built for retrieval, respond to instruction changes in a meaningful way. The authors also assemble a training set of realistic instructions paired with synthetic, model-filtered documents, and fine-tune FollowIR-7B, which improves on both standard ranking quality and instruction following. The work provides an evaluation resource and shows that instruction-aware retrieval can be learned.
Key points
- The benchmark is built from TREC Robust 2004, TREC Common Core 2017 and TREC News 2021. These collections have dense relevance judgments, which makes recall measurable. Instructions in earlier retrieval work were typically under ten words and reused across a whole dataset.
- Evaluation is pairwise: each query is run with the original and the altered instruction. p-MRR measures rank changes of documents whose relevance flipped.
- Training data comes from GPT-3.5-Turbo-1106, which generated relevant and non-relevant documents. Mistral-7B-Instruct-v0.2 filtered these by checking each label, leaving about 1,800 instances over about 1,200 query–instruction pairs.
- FollowIR-7B is Mistral-7B-Instruct-v0.2 fine-tuned with LoRA via Llama-Factory. Relative to its base model, it gains 6.0% on standard IR metrics and 20.8% on instruction following.
- On the concurrent InstructIR benchmark, FollowIR-7B reaches 71.5 Robustness@10 versus 35.3 for base Mistral-7B, the best score among the models tested. Code, data and models are released on GitHub (orionw/FollowIR).
