SEA-LION: Southeast Asian Languages in One Network

Paper · 2025 · Raymond Ng, Thanh Ngan Nguyen, Huang Yuli et al.

Summary

Most open LLMs are designed around English and perform poorly on Southeast Asian languages. Lower-resource ones such as Burmese, Lao, Khmer and Filipino are hit hardest, and even regional models like SeaLLMs and Sailor fall short on Thai and Tamil. The AI Singapore team responds with SEA-LION, two instruction-tuned models covering 11 languages: Llama-SEA-LION-8B-IT, derived from Llama-3.1-8B-Instruct, and Gemma-SEA-LION-9B-IT, derived from Gemma-2-9B. Each base model is first further pre-trained on 200B tokens of SEA-language, English and code text. It then goes through a multi-step post-training pipeline:

  • two rounds of instruction fine-tuning, first on general reasoning, math and code, then on SEA-focused and largely synthetic data;
  • preference alignment with SimPO;
  • several model merges meant to restore abilities eroded along the way.

The authors report state-of-the-art results among similar-sized SEA models, such as Sailor 2 and SeaLLMs 3, on SEA-HELM and the Open LLM Leaderboard. Because weights, data, scripts and checkpoints are released under the MIT license, the work offers a reproducible recipe for adapting LLMs to underrepresented languages.

Key points

  • Pre-training data and compute: The continued pre-training mix (55% SEA languages, 25% English, 20% code) was chosen through small 10B-token trial runs.
    • Sources include Dolma, FineWeb, the-stack-v2, SEA-LION-Pile and SEA-LION-Pile-v2. The latter consists of CommonCrawl data filtered with a fasttext language classifier and cleaned with Trafilatura.
    • Training ran on 8 AWS p5.48xlarge nodes and took about 6 days for Llama and 10 days for Gemma.
  • Post-training data: About 16.8M instruction pairs in total.
    • Stage 1 uses roughly 9.5M pairs from Infinity-Instruct and OpenMathInstruct 2.
    • Stage 2 uses SEA-Instruct (around 7.3M pairs), about 5M of which were generated with Gemma-2-27B-Instruct and Qwen2.5-32B-Instruct.
    • Alignment relies on UltraFeedback plus a synthetic SEA counterpart.
  • Model merging: Merges were done with MergeKit using DARE TIES, Consensus TA and DELLA-Linear. For the Llama model, the final merge lifted the average SEA-HELM score from 51.30 after alignment to 61.84.
  • Gemma vs. Llama: Gemma-SEA-LION-9B-IT outscores the Llama variant despite fewer post-training steps. The authors credit the stronger Gemma 2 base and its larger vocabulary.
  • Limitations: SEA-HELM covers only four languages, SEACrowd lacks chat and instruction-following tasks, and only 8–9B models were tested. All artifacts are available at huggingface.co/aisingapore.
