When2Call: When (not) to Call Tools
Paper · 2025 · Hayley Ross, Ameya Sunil Mahabaleshwarkar and Yoshi Suhara
Summary
Most tool-use benchmarks for language models test whether the right function is invoked with the right arguments. They rarely check whether a call should happen at all. When2Call targets this decision. Each item is framed as a four-way multiple-choice problem:
- answer directly, which always counts as a hallucination, since every question needs a tool;
- emit a tool call;
- ask a clarifying question;
- state that the request cannot be handled with the available tools.
The authors used Mixtral 8x22B to build the data. The test set comes from BFCL v2 Live and the training set from APIGen. The pipeline first filters for questions that truly need a tool. It then writes variants that either drop a required parameter or ask something related that the tools cannot cover, along with distractor answers. Models are scored with log-probabilities, or with an LLM-as-judge for closed models. Even strong tool-calling models leave considerable room for improvement. Plain SFT on the training data can make models overly cautious. Preference training (RPO) on the multiple-choice options works better: it raises scores on When2Call and BFCL Irrelevance while keeping regular tool-calling performance competitive.
Key points
- The test split has 3,652 items: 1,295 tool-call, 1,062 follow-up and 1,295 "unable to answer" cases. A 300-item subset is set aside for LLM-as-judge evaluation.
- The training split has 2,000 examples per answer type. The preference-training variant gives tool-call cases more weight (4,500 vs. 3,000 each) to counter over-conservativeness.
- Evaluation is implemented in LM Evaluation Harness. It reports accuracy, length-normalized accuracy and F1, plus scripts for a confusion matrix and hallucination rates.
- Manual checks estimate quality at 92% for questions and 94% for answers.
- The data is English-only, and the only closed-source models evaluated are from the GPT family. The benchmark, training data and scripts are released at github.com/nvidia/When2Call.
