Phonemes to the Rescue: Multilingual Tokenization Based on International Phonetic Alphabet
Paper · 2026 · Milan Miletić, Julie Kallini and Ekaterina Shutova
Summary
Multilingual language models often perform unevenly across languages, and part of this gap starts at tokenization. Frequency-driven subword vocabularies favour high-resource languages. Byte-level models avoid learned segmentation, but they still produce longer sequences for scripts that need more bytes per character. The authors propose using phonetic transcriptions in the International Phonetic Alphabet (IPA) as a shared input representation instead of standard spelling. They build matched pairs of orthographic and IPA subword tokenizers, varying the algorithm, vocabulary size and sampling strategy. The tokenizers are trained on a CulturaX sample and scored with intrinsic metrics covering compression, token distribution, vocabulary use and cross-lingual fairness. GPT-2 models built on selected tokenizers are then fine-tuned on XNLI and PAWS-X. The best IPA tokenizer beats the best text tokenizer on the intrinsic measures. Gains are largest for non-Latin scripts and for scripts never seen in training. Downstream accuracy stays roughly equal, while shorter sequences reduce inference cost. This suggests IPA could help reduce tokenization-driven inequality between languages.
Key points
- Coverage: 24 languages in 14 scripts.
- Tokenizers and GPT-2 were trained on 18 languages in 10 scripts.
- Six held-out languages (am, el, es, he, my, pl) add four new scripts (Grek, Hebr, Ethi, Mymr) to test zero-shot generalization.
- Data: about 1GB sampled from CulturaX for training. Intrinsic evaluation uses WikiPron and FLORES+, and downstream evaluation uses XNLI and PAWS-X.
- Why IPA helps: it has a small symbol set of roughly 200 characters, higher character overlap across languages, and mostly 1–2 byte UTF-8 encoding.
- Results: IPA wins on a suite of 10 intrinsic metrics. The 240M-parameter GPT-2 models perform on par with text-based models downstream. High-resource Latin-script languages (en, de, fr, es) and ru show slight compression losses.
- Limitations:
- The method depends on grapheme-to-phoneme quality; Epitran, for example, cannot resolve homographs.
- No public multilingual tool exists for converting phonemes back to spelling.
- Experiments use small models and one run each, and romanization was not compared.
- Code is at github.com/Mikki99/ipa-tokenization.
