EuroLLM-9B: Technical Report
Paper · 2025 · Pedro Henrique Martins, Joao Alves, Patrick Fernandes et al.
Summary
Open large language models tend to serve English and a few major languages well, leaving many European languages behind. EuroLLM-9B, from the EuroLLM project, addresses this gap. It is a 9B-parameter model trained from scratch that covers all 24 official EU languages plus 11 others, including Ukrainian, Russian, Turkish and Arabic. The team designed a 128k-token multilingual tokenizer and used a standard dense Transformer. Pre-training ran on about 4 trillion tokens in three phases, with each phase shifting toward cleaner, more specialised data. To improve web data quality across languages, they built EuroFilter, an mDeBERTa-based classifier. It learns educational-value scores from machine-translated FineWeb-Edu annotations. For post-training, they created EuroBlocks-Synthetic, instruction data generated from monolingual web documents in many European languages. When it was released in December 2024, the authors considered it the strongest open European-made LLM of its size on multilingual benchmarks and machine translation. All key artefacts are openly released, which makes the work a useful base for low-resource European NLP, including Ukrainian.
Key points
- Language coverage: The 24 EU languages, together with Ukrainian, Russian, Turkish, Norwegian, Catalan and Galician, as well as Arabic, Hindi, Chinese, Korean and Japanese.
- Tokenizer: BPE with byte-fallback (SentencePiece), 128,000 pieces. Fertility was measured on FLORES-200 and Universal Dependencies. It roughly matches 256k-vocabulary tokenizers (Gemma-2, Teuken, Salamandra) while using half the embedding parameters.
- Architecture: 42 layers, embedding size 4,096, GQA with 8 KV heads, SwiGLU, RoPE and RMSNorm. Context length is 4,096 and the total is about 9.15B parameters.
- Training: Megatron-LM on 400 H100 GPUs (MareNostrum 5) with a trapezoid (Warmup-Stable-Decay) learning-rate schedule. The phases covered roughly 3.6T, 400B and 40B tokens; the final anneal-to-zero phase is new compared with EuroLLM-1.7B.
- Data and releases: Web data came from FineWeb-edu, RedPajama-Data-v2, HPLT, MADLAD-400, CulturaX and mC4. The released artefacts are EuroLLM-9B, EuroLLM-9B-Instruct, EuroFilter (utter-project/EuroFilter-v1) and EuroBlocks-Synthetic. On WMT24++ Korean, the instruct model scores best among European models (en→xx 85.66).
