Common European Language Data Space: Development, Current Status, and Future Perspectives

Summary

The EU's data strategy calls for Common European Data Spaces (CEDS) across 14 sectors. In these spaces, organisations exchange data and AI models while keeping control over their own assets. This paper describes the language-specific member of that family, the Common European Language Data Space (LDS), built by ILSP/Athena, ELDA, Tilde and DFKI.

The design is decentralised. Each participating organisation runs its own LDS Connector. Connectors describe, offer, negotiate and transfer assets directly with each other, following the Dataspace Protocol, using DCAT catalogues for metadata and ODRL for licences. A Governance Board oversees four central services: participant registration, a shared catalogue, transaction monitoring and vocabulary management. The connector extends the open-source Eclipse Dataspace Components with an extra proxy layer, which adds search, metadata checks, storage options, identity management and invoicing. The paper also covers governance, use cases and user support.

The main outcome is a publicly available, stable infrastructure (v3.0.0). It gives European language-technology actors a trusted, sovereignty-respecting channel for sharing language data and models.

Key points

  • The architecture rests on three principles: data sovereignty, trust and interoperability. Its four central components are the LDS Registry of Participants, Central Catalogue, Central Monitoring/Logging Service and Vocabulary Hub.
  • The LDS Connector builds on the Eclipse Dataspace Components (EDC) connector, with an added LDS Proxy that provides:
    • Elasticsearch-based search;
    • SHACL metadata validation;
    • Keycloak identity management;
    • SolidInvoice billing;
    • local HTTP storage and S3-compatible storage (e.g., OVHcloud).
  • Connectors ship with ready-made licence policies (e.g., Creative Commons, Apache 2.0), and providers can add custom licences expressed in ODRL. Connectors share only organisation-level information, which supports GDPR compliance by design.
  • Version 3.0.0, the first stable release after two betas, launched in January 2026. Further releases are planned for July 2026 and January 2027, under a one-year contract extension.
  • The EU funds the project (contract LC-01936389), and long-term sustainability options such as ALT-EDIC are being explored.
