SILO-BENCH: A Scalable Environment for Evaluating Distributed Coordination in Multi-Agent LLM Systems

Paper · 2026 · Yuzhe Zhang, Feiran Liu, Yi Shan et al.

Summary

Multi-agent LLM setups are often proposed as a way around context-window limits: each agent holds part of the data, and together they should compute a global answer. This paper asks whether agents can actually compute over such fragmented "information silos" rather than just pass messages. The authors built SILO-BENCH, a role-agnostic and configurable environment of 30 algorithmic tasks inspired by LeetCode problems. Python generators create random instances with exact ground truth. Tasks fall into three tiers grounded in communication complexity theory: Aggregation, Mesh Network and Global Shuffle. Each configuration combines agent count, communication protocol and model. Agents frequently self-organize into sensible topologies and exchange data actively, yet they often fail to merge what they collected into a correct result. The authors call this the Communication-Reasoning Gap. At high complexity and large team sizes, coordination costs cancel out any benefit of parallelism. The work shows that simply adding agents does not solve context limits, and it offers a testbed for tracking future progress.

Key points

  • Scale of the study: 30 tasks, 54 configurations (agent scale N × protocol P × model M) and 1,620 experiments in total. Code is released at github.com/jwyjohn/acl26-silo-bench.
  • Complexity tiers:
    • Level I (Aggregation, e.g. global max) needs O(N) communication.
    • Level II (Mesh Network, e.g. prefix sum) also needs O(N), passed between neighbouring agents.
    • Level III (Global Shuffle, e.g. distributed sort, graph connectivity) needs O(N log N) to O(N²).
  • Failure modes were labelled with rules plus two human annotators (Cohen's κ = 0.87). Categories can overlap:
    • Premature Submission: 37.2%
    • Consensus Failure: 29.9%
    • Computation Error: 28.6%
    • 50.8% of the analysed runs succeeded.
  • Scaling and leaders: for Level-III tasks with N ≥ 50, a coordinated team does worse than one agent with full data access. Spontaneously emerging leader agents hurt results on these tasks because the aggregator becomes overloaded.
  • Limitations: only three protocols and three open frontier LLMs (e.g. DeepSeek-V3.1) were tested, with homogeneous teams and no closed-source models.
