Judging Instruction Responses in a Low-Resource Language: A Case Study on Basque
Summary
Using LLMs to rate open-ended responses is a popular replacement for costly human evaluation. However, it is unclear whether such judges work in low-resource languages, or whether human ratings are consistent enough to serve as a gold reference. The authors study both questions for Basque. They machine-translated the English Just-Eval benchmark into Basque and had it manually post-edited. They also added a new grammaticality dimension, producing Just-Eval-EUS. Several instruction-tuned models answered the prompts. Human annotators and LLM-as-a-judge models then scored the answers on a 1–5 scale using the same guidelines, with the LLM judges returning JSON scores plus brief justifications. The study measures agreement between humans and LLM judges, among humans, and among LLM judges. State-of-the-art judges align rather weakly with humans and with each other. This suggests Basque needs dedicated evaluator models. The released benchmark and annotations give a starting point for building and validating them.
Key points
- Just-Eval-EUS is built on Just-Eval (Lin et al., 2023). Just-Eval contains 1,000 instructions drawn from AlpacaEval, LIMA-test, MT-Bench, Anthropic Red-Teaming and MaliciousInstruct: 800 general-purpose prompts (multi) and 200 safety prompts (safety).
- Dimensions rated (5-point Likert):
- multi: helpfulness, clarity, factuality, depth, engagement and the new grammaticality category.
- safety: a single safety score.
- Extra factuality labels: "Don't Know" (DK) marks claims that cannot be verified in reasonable time. "Not Applicable" (NA) marks fictional, hypothetical or opinion content.
- Main finding: LLM judges show fairly poor correlation with human ratings and with one another. Inter-human agreement was also measured to test whether humans are a valid reference. The provided excerpt states these results only qualitatively, without exact values.
- Release: the dataset, model outputs and annotations are available under an MIT license at github.com/Vicomtech/justeval-eus. Annotation guidelines and judge prompts, in Basque and English, are in the appendices.
